Trouble modding oblivion on windows 10?

Does anybody know if Oblivion 2016 Ultimate Graphics Tutorial will work on windows 10?  I have tried to do this on steam version 3 times.  TES Mod manager will not make shortcut,  and when I go to it in game folder it says no ini file.  I started the game applied settings, and saved game.  before trying to install TES Mod manager.  Next I installed dvd version.  did same thing.  TES Mod manager opened.  However when I went to load the mods,  the mod folder did not show up.

Yes, it works. I have installed everything into The mod manager and it works on my game fine, I am on windows 10. I don't know why but for some reason now their is a black screen and i cant see anything in game. Only the hud. but it does work, I have not been able to find a fix for the black screen. I heard it's a problem with nVidia video cards.
