As we have a lot of experience on Bethesda games, we well know those are the official system requirements, but when it comes to normal to ultra game quality we know that that the "recommended" sepcs are actually the minimum specs

What do you think about the game needing a GTX780 / GTX970 (which is a maxwell GTX780) to work properly? What do you think graphic modding will be focused on after knowing these specs?
